SEC Commissioner Hester Peirce has proposed a multi-year safe-harbor period for token projects, to allow them to develop before being regulated.

If successful, the safe harbor would allow projects three years to achieve a satisfactory level of decentralization, and rule the tokens safe from SEC evaluations such as the Howey test.
